The First Mother is the supreme judge of Nis Daksi. Elected by the
Lord-Captains of the Citizen’s Assembly, all cases are
appealed to her. She is the final authority on matters of Law, and the
avatar of Law and Motherhood incarnate. Though she does not rule
the city as the Lord-Admiral does and cannot command the
Armada, her power runs parallel to his, and it is sacred and
respected. First Mothers are elected for life.
