First of the city’s tiers, the Freedman’s Tier encompasses the Bay of Arrows,
the Bazaar, and all of Nis Daksi’s waterfront. All non-Citizens
are restricted to residence within the Freedman’s Tier; some of its wards are
wealthy, home to artists, foreign visitors, or sailors, but it is largely a
slum, crisscrossed with tenement housing built of wood and painted white in poor
imitation of the lords that hang above.
